The report states that these emails were sent to "individuals associated with the Biden campaign" in June and July, when Biden was still the Democratic nominee. The FBI discovered this "unsolicited" evidence while investigating election interference. Government statements indicate that the emails "contained excerpts from confidential material stolen from former President Trump's campaign as email text."

The Harris campaign issued a statement claiming that they were "victims" of the hacking.
