The report states that these emails were sent to "people associated with the Biden campaign" in June and July, when Biden was still the Democratic nominee. The FBI uncovered this "unsolicited" evidence during its investigation into election interference. The government statement said these emails "contained excerpts from non-public materials stolen from former President Trump's campaign as the text of the emails."

The Harris campaign released a statement saying they were "victims" of the hacking.
